标准内容
The content of standards
(一)食品相关产品中的致病性微生物、农药残留、兽药残留、重金属、污染物质以及其他危害人体健康物质的限量规定。

强制执行的标准
Mandatory standards
中华人民共和国食品安全法实施条例第三条:食品生产经营者应当依照法律、法规和食品安全标准从事生产经营活动,建立健全食品安全管理制度,采取有效管理措施,保证食品安全。 食品生产经营者对其生产经营的食品安全负责,对社会和公众负责,承担社会责任。

标准制修订程序
Procedures for the revision of the standard
食品安全国家标准由卫生部负责制定。制定食品安全国家标准,应当依据食品安全风险评估结果并充分考虑食用农产品质量安全风险评估结果,参照相关的国际标准和国际食品安全风险评估结果,广泛听取食品生产经营者和消费者的意见,并经食品安全国家标准审评委员会审查通过。

制定食品安全国家标准是有严格程序的,一般分为以下几个步骤:制定标准研制计划、确定起草单位、起草标准草案、征求意见、委员会审查、卫生部批准。

标准研制计划

国务院有关部门以及任何公民、法人、行业协会或者其他组织均可提出制定或者修订食品安全国家标准立项建议。国务院卫生行政部门会同国务院农业行政、质量监督、工商行政管理局和国家食品药品监督管理以及国务院商务、工业和信息化等部门制定食品安全国家标准规划及其实施计划,并公开征求意见。国务院卫生行政部门对审查通过的立项建议纳入食品安全国家标准制定或者修订规划、年度计划。
